A woman’s wali or legal guardian is defined in Islam as: هو الذي يلي أمر المرأة في عقد النكاح من عصبة المرأة وهم أولياؤها الذكور الذين يرثونها The one who represents a woman in her marriage contract from her male inheritors.  This is specific to the male family members of a women from her father’s side

A woman’s mahram is anyone whom she is permanently forbidden to marry, because of blood ties, ties through marriage, or breastfeeding. Allah عز وجل lists the men who are considered mahram for women in Surah Nur verse 31; في قوله -تعالى-: وَقُل لِّلْمُؤْمِنَاتِ يَغْضُضْنَ مِنْ أَبْصَارِهِنَّ وَيَحْفَظْنَ فُرُوجَهُنَّ وَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا مَا ظَهَرَ مِنْهَا وَلْيَضْرِبْنَ بِخُمُرِهِنَّ
